FYI got this once on a laptop wakup issue and took a while to figure out to fix it, seems like maybe a bug in windows since the solution came from another software package using networking after laptop wakup. If you get this error ( "An attempt was made to access a socket in a way forbidden by its access permissions.).
Open up an admin shell and run this command:
net stop hns
net start hns
You can also do this from the Windows Services Manager:
